Internet access to remain free at Waipa libraries

Internet use at Waipā’s public libraries will remain free, following community feedback on proposed adjustments to fees and charges for 2025-2027.

At today’s meeting, Waipā District Council adopted a revised schedule of fees and charges, removing a proposed 50c per half hour charge for the internet in its libraries.

Waipā Mayor Susan O’Regan said the decision reflected the important role libraries play in supporting everyday needs of people in the community.

“Access to the internet is not a luxury — it’s a lifeline,” O’Regan said. “Whether it’s applying for jobs, staying in touch with whānau, or accessing essential services, we know people rely on our libraries. We’ve listened to the feedback and we’ve responded.”

The council reviewed its fees and charges earlier this year, to ensure those who use services contribute fairly to their cost. The community was invited to have its say on the proposed changes between April 17 and May 18, with 10 submissions received.

Two submissions supported the proposed changes, noting that fees help with cost recovery and reduce the burden on ratepayers.

However, most opposed the proposed introduction of charges for internet access, citing concerns it would limit access for vulnerable groups.

While the proposed charge aligns with council’s general approach of recovering costs from direct users, councillors acknowledged that in this case, it could create barriers to essential services.

Most of the other changes in the 2025–2027 Schedule of Fees and Charges reflect inflation or correct areas where actual costs were not being fully recovered. These charges don’t impact the whole community, as they apply only to those who use specific services — such as building consents, dog registrations, and cemeteries.

The updated fees and charges ensure a bigger portion of the costs for services are met by those who directly benefit from them, rather than the costs being borne by all ratepayers.

The level of fees set, and the proportion of costs to be recovered for each activity, are set out in the council’s Revenue and Finance Policy.
